For this lick we are using a combination of the E minor pentatonic scale, the E major pentatonic scale and an 'out' note or two. The crossover of the major and minor pentatonic is common in blues and works well in general over dominant chords as they have elements of major and minor within the chord. As fort he 'out' note, this is simply a note that is not within the scales that you use to create some extra tension in your playing and should quickly be resolved.
